The great thing about a payday loan online is its accessibility - you take away that, there is no more reason to borrow. 
The name of the game in this financial emergency is speed - make the application harder it will take longer to get your money. 
Putting limitations on bad credit or insufficient incomes will only create the demand for another form of aid, a form much more dangerous than payday loans and much more traumatic on the individual. 


There is a lot we can do to force people to keep pushing for payday, but all of them will only serve to make the instant payday loan worse than it already is.
